Topper Harley (Charlie Sheen) is living in a Buddhist temple, his incompetent ex-commander (Lloyd Bridges) is in the White House, and a bunch of U.S. hostages in the Mid-East need rescuing! Topper's the only man lor the job, but he's too hung-up on his ex-girllriend (Valeria Golino) to deux it - until a beautilul CIA agent coaxes him back in the saddle.
