This is a Colder PMCD1601 Acetal Tube Fitting Coupler Shutoff Panel Mount 1 8" Flow Coupler X 1 16" Barb. This fitting is made of natural white acetal copolymer plastic and mounts on a wall or panel. It has a shutoff valve and connects tubing to a Colder PMC series coupling through a barrier.
